Our Mission

Breaking the Cycle is a citywide campaign to reduce teen pregnancy in Hartford. Breaking the Cycle is a community partnership of the City of Hartford, the Hartford Action Plan on Infant Health, and the Hartford Public Schools.

Our mission is to prevent teen pregnancy in Hartford. Breaking the cycle of teen pregnancy will help Hartford become a city with healthy children, a well educated workforce, and strong social and economic prospects for its citizens.

Our five-year goal:

To reduce the teen birth rate in Hartford for 15 to 17 year olds to 32 births per thousand by the end of 2010. 

This statement is based on the goal to reduce by 50% the teen birth rate in Hartford for 15 to 17 year olds over a ten year period from 2003 to 2013. The birth rate for 15 to 17 for Hartford in 2003 is 49.6 per thousand teens.  To reduce by 50% over ten years means that we need to reduce the rate by 2.5 points each year.  So that would make our goal rate for 2010 (or at the end of this 5 year plan) 32.1 per thousand teen girls ages 15-17.  Based on the current teen population that would mean reducing the number of births to teens 15 to 17 from 140 in 2003 to 91 in 2010. 

What do these goals mean for our community?

If we achieve these goals, Hartford's birth rate to teens will be closer to the national average. In 1998, the national teen birth average was 51.1 per 1000. Hartford's rate during the same year, based on Census population estimates, was more than double that at 107.7 per 1000.

Five-year Objectives:

  1. By 2010 90% of 9th graders will report that they are avoiding teen pregnancy by sexual abstinence or by using contraception.
  2. 5% of adults in targeted leadership sectors at the end of the 5 year period will demonstrate teen pregnancy prevention as a priority for Hartford through their actions.
  3. Increase the number of youth serving organizations that demonstrate teen pregnancy prevention is a priority for Hartford through the allocation of resources or the inclusion of teen pregnancy prevention in programs and initiatives by 50% over the five year strategic planning period.
  4. Annual data collection strategies will demonstrate and document progress toward the Hartford Action Plan goal for the 2010 Hartford birth rates.
